Heather R. Allen, 44, of 4220 Pine St. in Paxton, was booked into the Sullivan County Jail on eight counts of misdemeanor animal neglect.
Indiana State Police served the warrant at Allen's residence after the Humane Society of Sullivan County received a tip from a concerned citizen. Sgt. Joe Watts said the decomposition of remains were too significant to determine animal type of the two found dead. He described the squalid living conditions and deteriorating health of surving animals on various buildings on the property upon officers arrival. "The animals were living in squalid conditions, and suffering from suspected skin mites, eye infections, and overwhelming filth. The property and buildings smelled strongly of urine and feces," Watts explained, adding that the animals were removed from the location by Humane Society employees and taken to their facility.
