![]() CLAY COUNTY— A New Castlle man was booked into the Clay County Jail after first being treated for an encounter with a state police K-9 he experienced after attempting to flee the scene of a traffic stop Friday night. Jason S. Kincaid,40, is charged with resisting law enforcement with a vehicle, possession of a stolen vehicle, operating a vehicle while intoxicated, and various traffic citations. "The driver (Kincaid) fled north on foot toward a residence after refusing verbal commands by (Trooper Ian) Portteus to stop or a police K-9 would be released. The driver continued to flee north and ISP K-9 “Czar” was deployed and quickly apprehended the driver," Indiana State Police Sgt. Joe Watts said today. Kincaid reportedly had a Blood Alcohol Content of .25 percent. The vehicle he was driving was found to have been reported stolen from Bloomington earlier Friday, Watts noted. Portteus and K-9 “Czar” were patrolling US 40 near CR 425 W at 11:20 p.m. when a white 2007 Toyota passenger car, driven by Kincaid, failed to slow down and move over, as required by Indiana law. According to the report, the vehicle nearly struck Portteus as he was exiting his patrol vehicle after he'd just stopped another vehicle for expired registration. Watts explained that Portteus then caught up to and stopped Kincaid. While briefly speaking with the suspect, he noticed the driver showed signs of intoxication. Kincaid immediately sped off with Portteus in pursuit, crashing about 100 yards away off the roadway. Assisting were ISP Sergeant Kris Fitzgerald and the Clay County Sheriff’s Office.
