Once apprehended, Indiana State Police Sgt. Matt Ames said Phillippi appeared intoxicated and refused to submit to a certified chemical test. Ames noted that Phillippi’s girlfriend and her one-year-old son were also in the vehicle at the time of the incident.
According to the report, Trooper Andrew Mattern initiated a traffic stop on the silver passenger car at First Avenue, near 19th Street, around 6 p.m. The vehicle allegedly had disregarded a stop sign and failed to signal a turn. After continuing on for about a mile, the vehicle came to an abrupt stop, Ames said, adding that the suspect got out of the vehicle and took off running to the north. The suspect disregarded all orders to stop, and a subsequent foot chase ensued. Phillippi reportedly was taken into custody when a tall privacy fence impeded his efforts to escape through a nearby yard. Sgt. Kris Fitzgerald and Indiana Department of Child Services assisted at the scene. Comments are closed.
